We've obtained the mugshot of an Augusta man accused of taking inappropriate pictures of girls at the Arts in the Heart Festival on Saturday.
This is 44-year-old Ryan Lee Church. Festival-goers complained about the man to deputies, who investigated and followed the man. They caught him using a red camera to photograph the backside of a young girl. He was also seen in the front stage area before walking to a family zone.
Mr. Church is a sex offender who has been arrested three times before with sex crimes, according to South Carolina’s Sex Offender Registry. His first conviction came in 2003 for committing a lewd act against a 10-year-old girl in Charleston, SC.
According to the Georgia Sex Offender Registry, Mr. Church moved to Richmond County two months ago. He listed his address as "homeless," a common loophole offenders use to make it hard to track them.
On Saturday, Richmond County authorities arrested him on a charge of failure to register as a sex offender. They listed his actual address as Union Grove Circle in Augusta.
People like this can not be rehabilitated... He should be put away so that he never has access to another child! Come on, "Justice System"!!
